Space, territories, and borders in Europe Space, territories, and borders "are created in action and […] embodied in institutions that pre-structure action" (Löw 2016: xiv). The dual movement from structure to action and from action to structure, which is generally a feature of spatial constructions, is exemplified in the European Neighborhood Policy (ENP) implemented by the European Union (EU) in 2004. With the creation of the ENP, the governments of the EU member states established structures for a space in the sense of the French word espace, which not only refers to distance and time but also to "place," "site," "area," "surface," or "region" (Shields 2006: 147). Drawing on this spatial construction, the ENP regulates, finances, and legitimates (as well as delegitimates) actions, for example, in the realm of cross-border economic and workplace relations or in infrastructural networks such as rail transport or waste water collection systems connecting the EU and a number of nation-states that border on the EU to the south, southeast, or east
