L’intérêt à l’action désintéressée

Behind the display of the collective interest, it is possible to recognise a logic of erasing social interests at work in collective actions. To be convinced of this, we need only think that it was in the name of the defence of the same 'general interest' that we witnessed in France, from the end of the 19th century, the slow construction of public intervention apparatuses in the fields of education, health, social work, culture and psychiatry, and then, in the opposite direction, from the 1980s onwards, a movement of 'disinvestment of the state' from these same sectors. Depending on the power relations in which its action is established, the modern state referring to the general interest as a source of legitimisation of its public intervention, particularly in the field of the construction/reconstruction of subjects, in fact opens up a twofold issue of social struggle: - Determining the perimeter of this intervention, which is both distinct from and linked to the mobilisation of the same subjects in economic and social life https://www.researchgate.net/publication/336699786_Pour_une_archeologie_des_cultures_de_conception_de_la_formation; what is a matter for public action or the market? - To induce a way of conducting these actions in 'interesting conditions' allowing the actors who engage in them to link the reference invoked to the general interest, and their interests in the broad sense.

Derrière l’affichage de l’intérêt collectif, il est possible de reconnaitre une logique d’effacement des intérêts sociaux à l’œuvre dans les actions collectives. Pour s’en convaincre il suffit de penser que c’est au nom de la défense d’un même ‘intérêt général’ qu’on a assisté en France à partir de la fin du XIXème siècle, à la lente construction d’appareils d’intervention publique dans les domaines de l’éducation, de la santé, du travail social, de la culture, de la psychiatrie, puis, en sens inverse, à partir des années 1980, à un mouvement de ‘désinvestissement de l’Etat’ de ces mêmes secteurs. Selon les rapports de force dans lesquels s’établit son action, l’État moderne se référant à l’intérêt général comme source de légitimation de son intervention publique, notamment dans le domaine de la construction/reconstruction des sujets, ouvre en fait un double enjeu de lutte sociale : - Déterminer le périmètre de cette intervention, à la fois distincte de et liée à la mobilisation des mêmes sujets dans la vie économique et sociale https://www.researchgate.net/publication/336699786_Pour_une_archeologie_des_cultures_de_conception_de_la_formation ; qu’est-ce qui relève d’une action publique ou du marché ? - Induire un mode de conduite de ces actions dans des ‘conditions intéressantes’ permettant aux acteurs qui s’y engagent de lier référence invoquée à l’intérêt général, et leurs intérêts au sens large.
