L’évaluation randomisée dans la réforme du service public de l’emploi

Abstract : This text gives thought to construction and use of quantitative assessment in management of public action. It deals with evaluating the efficiency of three types of case-management for jobseekers through randomized controlled trial. When Unédic has developed outsourcing of case-management services in 2006, measuring efficiency became a crucial institutional issue. Randomized controlled trial, which is the chosen methodology in introduction at that time in France, is presented as sufficiently reliable to guide public action. Whereas heads of public employment service institutions expect from it an arbitrage for institutional tensions, the methodology is at the core of these tensions. We show figures have no authority by themselves but are acted by actors intervening in different evaluation phases (conception, implementation and results). For this, it is necessary studying jointly the measure in its institutional context and its evaluation.
